Saratoga Springs has been one of the fastest-growing cities in Utah for a decade, and almost all of that growth sits on the west shore of Utah Lake — old lakebed ground with fine soils and, in low areas, groundwater closer to the surface than builders expect. That combination punishes shortcuts. Subgrade that isn't proofed and drainage that isn't planned will show up as settling slabs and wet basements two winters later.
Fine-grained former lakebed ground needs real compaction testing and moisture control, not a quick pass with a plate compactor.
In lower areas near the lake the water table sits high. Trench work, footings, and drainage all have to be planned around it.

In Saratoga Springs, building a single-family home requires a City Storm Water Permit regardless of lot size, under Municipal Code 18.06.03.1.a.v. There's no acreage minimum written into that clause. The permit requires a SWPPP built on the state's UTRC00000 template and a Notice of Intent filed with Utah DEQ's Division of Water Quality. SWPPP review carries a $200 fixed fee, plus $50 for each additional review.

That's roughly five times the footprint of a typical 800-square-foot two-car driveway. The trigger catches large parking pads, long private lanes, and commercial-scale flatwork. Replacing an existing driveway in kind doesn't count, because the code triggers on creating new impervious area, not on replacing it.

Septic is allowed only for new subdivisions meeting strict conditions, including a minimum 1-acre lot and Utah County Health Department approval per lot. No portion of a septic system can sit within 100 feet of the Utah Lake Compromise Line, elevation 4489.045 feet, under the 1985 Utah Lake Compromise and Flood Management Agreement.
